Social Networks Influence on Delinquent Behavior
The Urban Institute has released, Social Networks, Delinquency, and Gang Membership: Using a Neighborhood Framework to Examine the Influence of Network Composition and Structure in a Latino Community. The report studied youth living in a high-risk predominately Latino neighborhood in suburban Maryland. It examined how these youths interpersonal relationships and peer networks shape their social interaction and potential for delinquent behavior, including risk factors for delinquency, violence, and gang membership.

OJJDP Updates Juvenile Justice and Child Welfare Statistical Briefing Book
The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has updated its Statistical Briefing Book (SBB) to include the latest data on FBI arrests and victims of domestic violence, a redesigned Compendium of National Juvenile Justice Data Sets, and new Frequently Asked Questions (FAQs) on teen mothers, juvenile educational characteristics, child maltreatment victims, and school crime victimization.
The SBB offers easy access to online information about juvenile crime and victimization and about youth involved in the juvenile justice system. Developed for OJJDP by the National Center for Juvenile Justice, the SBB provides timely and reliable answers to questions OJJDP most frequently receives from media, policymakers, and the general public.

REPORT HIGHLIGHTS
129,540 youthful offender referrals were made in a one (1) year period.
116,114 of the 129,540 youthful offender referrals made to these programs were accepted by local Teen Court/Youth Court programs.
111,868 of the accepted 116,114 youthful offender referrals were adjudicated in local Teen Court/Youth Court programs.
97,578 of the 111,868 referrals that proceeded in these programs completed their peer imposed sentence.
1,925,596 hours of mandated community service were completed by the 97,578 youthful offenders who completed their peer imposed sentences.
86.3% of the juvenile offenders that proceeded in these youth justice programs completed their peer imposed sentence.
Historic numbers of Youth and Adults are now volunteering annually for juvenile justice in a local youth justice diversion program in America.
117,310 youth volunteered during a one year period for these programs, to include former and current youthful offenders involved in a local Teen Court/Youth Court programs.
16,522 adults volunteered side-by-side with these volunteer youth and youthful offenders during a one year period in these programs.
A record 133,832 youth and adults volunteered in these programs in just one (1) year period – making these youth justice/juvnenile programs one of the most popular volunteer programs in the world.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment is accepting applications for FY 2012 Teen Court Program grants. This program provides treatment and related recovery support services to youth who are involved in a teen court program and have substance abuse and/or co-occurring treatment needs. SparkOpportunity Challenge is a new “crowd-sourcing” contest supporting the White House Council for Community Solutions
The SparkOpportunity Challenge is a cutting-edge “crowd-sourcing” contest in support of the White House Council for Community Solutions’ work to engage and develop leadership opportunities for disconnected young people. The Challenge will help identify youth-driven solutions and support young people in implementing their ideas to create local jobs and reconnect their peers to education and training.
The Challenge is an initiative of SparkAction, in partnership with the Youth Leadership Institute and dozens of leading youth-engagement organizations across the country. It builds on the important coalition-building, research and listening tours undertaken by the Council by asking young people to turn their ideas and experiences into concrete solutions.
Young people are encouraged to think big: re-imagining their communities, schools and business opportunities and proposing their own visionary yet viable solutions to create jobs, build and enhance skills, and bring about real impact. The approaches to create local jobs generated through this Challenge have the potential to be replicated in other communities.
How to Apply
Visit www.sparkopportunity.org to enter the SparkOpportunity Challenge. Fill out the short entry form and submit your video or text detailing your solution to create jobs and reconnect young Americans to pathways to education and training. Then share your solution with you social network and ask your friends and family to vote for your idea! The ideas with the most votes will win. (You don’t have to submit an entry to vote!)
The Challenge is open to residents of the U.S. aged thirteen to thirty-five years old at the time of entry, who are registered members of SparkAction (each, a “Member”). A minor (for these purposes, a person under eighteen years of age as of the time of entry) submitting an entry for the Contest must receive his/her parent/legal guardian’s permission.
The SparkOpportunity Challenge opened on April 12 and will end on May 25, 2012.

The U.S. Department of Justice (DOJ) has posted an 8-minute video highlighting the 2011 National Intertribal Youth Summit (NIYS) held last July in Santa Fe, New Mexico. The 2011 National Tribal Youth Summit video covers activities from the week-long event, attended by more than 160 youth representing nearly 50 tribes.

‘A Record 1,407+ Local Youth Justice Diversion Programs Globally’
Global Youth Justice proactively champions volunteer-driven strategies and new low-cost innovations which help alleviate some of the world’s more pressing and costly societal problems. We strive to improve the quality of life for humans through reducing high juvenile crime rates and historic-high incarceration rates of adults locally and globally. Global Youth Justice initially achieves this through favorable outcomes that result from advancing the global expansion of quality local volunteer-driven youth justice and juvenile justice voluntary diversion programs often called youth court, teen court, peer court, student court, peer jury and youth peer panel. Record numbers of volunteer youth now serve as jurors, defenders, prosecutors, judges, and clerk/bailiffs in local juvenile justice systems on real juvenile crimes, offenses, and violations involving their peers. A record 1,407 plus communities around the globe now operate one of these volunteer-driven approaches to reduce the incidence and prevent the escalation of juvenile crime and incarceration rates, and — this thereby reduces adult crime and incarceration rates.
While there exist greater linkages today between nations and peoples than our planet has likely ever known, we still see all around us an ever-increasing divide between the rich and poor. This is especially transparent in the disproportionate representation of the poor and those with a disease in the juvenile justice system and criminal justice system. These youth justice diversion programs around the globe are engaging youth in record numbers to volunteer and work side-by-side with adults who have empowered them to bridge this divide and work toward a shared vision of human dignity, greater equity, freedom, basic security and justice. Youth must be at the forefront in the local to global struggle to overcome some of our most pressing and complex social and economic global challenges. This belief led to the creation of our ’16 and VOTE Global Campaign’ which champions lowering federal/national, state and local voting ages from seventeen (17) years of age and older to sixteen (16) years of age around the globe and in twenty-five (25) or more countries by the Year 2025.
If negative peer pressure is a primary factor in leading some youth to commit a crime, offense and/or violation, then positive peer pressure can be harnessed and redirected to become a positive force and lead other youth to adhere to the rule of law and become more productive citizens. These youth justice and juvenile justice voluntary diversion programs harness positive peer pressure and utilize it in a peer judgment setting to help address the anti-social, delinquent, and/or criminal behavior of youth. The ‘peer judgment’ and ‘positive peer pressure’ aspects of these programs are the two (2) primary programmatic elements which separate these youth justice and juvenile justice voluntary diversion programs from all of the others.

On March 7, 2012, at 1 p.m. E.T., the Office of Juvenile Justice and Delinquency Preventions (OJJDPs) National Center for Youth in Custody will present the Webinar, Building a Continuum of Services for Youth in Custody: Effective Programs, Risk and Needs Assessment, and Engaging the Community.
OJJDP Acting Administrator Melodee Hanes will lead this inaugural Webinar of the Center. Panelists will discuss core elements of effective programs for youth in custody, how to strategically align programs into an effective array of services, and how to engage the community in the services that youth in custody are receiving.

‘A Record 1,407+ Local Youth Justice Diversion Programs Globally’
Global Youth Justice proactively champions volunteer-driven strategies and new low-cost innovations which help alleviate some of the world’s more pressing and costly societal problems. We strive to improve the quality of life for humans through reducing high juvenile crime rates and historic-high incarceration rates of adults locally and globally. Global Youth Justice initially achieves this through favorable outcomes that result from advancing the global expansion of quality local volunteer-driven youth justice and juvenile justice voluntary diversion programs often called youth court, teen court, peer court, student court, peer jury and youth peer panel. Record numbers of volunteer youth now serve as jurors, defenders, prosecutors, judges, and clerk/bailiffs in local juvenile justice systems on real juvenile crimes, offenses, and violations involving their peers. A record 1,407 plus communities around the globe now operate one of these volunteer-driven approaches to reduce the incidence and prevent the escalation of juvenile crime and incarceration rates, and — this thereby reduces adult crime and incarceration rates.
While there exist greater linkages today between nations and peoples than our planet has likely ever known, we still see all around us an ever-increasing divide between the rich and poor. This is especially transparent in the disproportionate representation of the poor and those with a disease in the juvenile justice system and criminal justice system. These youth justice diversion programs around the globe are engaging youth in record numbers to volunteer and work side-by-side with adults who have empowered them to bridge this divide and work toward a shared vision of human dignity, greater equity, freedom, basic security and justice. Youth must be at the forefront in the local to global struggle to overcome some of our most pressing and complex social and economic global challenges. This belief led to the creation of our ’16 and VOTE Global Campaign’ which champions lowering federal/national, state and local voting ages from seventeen (17) years of age and older to sixteen (16) years of age around the globe and in twenty-five (25) or more countries by the Year 2025.
If negative peer pressure is a primary factor in leading some youth to commit a crime, offense and/or violation, then positive peer pressure can be harnessed and redirected to become a positive force and lead other youth to adhere to the rule of law and become more productive citizens. These youth justice and juvenile justice voluntary diversion programs harness positive peer pressure and utilize it in a peer judgment setting to help address the anti-social, delinquent, and/or criminal behavior of youth. The “peer judgment” and “positive peer pressure” aspects of these programs are the two (2) primary programmatic elements which separate these youth justice and juvenile justice voluntary diversion programs from all of the others.
